DRC: Suspected Mobondo militants clash with armed forces in Kwango Sept. 17

Clashes between suspected Mobondo militants and armed forces kill at least 18 near Mulosi, Kwango Province, DRC, Sept. 17.

At least three members of the armed forces (FARDC) and 15 suspected militants from the Mobondo militia have reportedly died in clashes near Mulosi, a village located between Batshongo and Kabuba in Kwango Province, Sept. 17. Reports suggest the nearby villagers have fled the area.

Authorities will likely maintain a heightened security presence in Kwango over the coming days, including along the RN1 highway. Authorities could implement movement restrictions such as curfews and checkpoints; transport and business disruptions are possible, especially in the event of increased security measures. Clashes involving militias and security forces cannot be ruled out in the province in the coming days.

Context

The threat of militant violence from a local militia, known both as Mobondo or Batshongo depending on the location, is severe in southern regions of the DRC. There are regular reports of fatal attacks and kidnappings conducted by some of the numerous armed groups operating in the area. Militants usually use significant and indiscriminate violence, and foreign personnel may become the target of attacks due to the perception that they are wealthy and vulnerable. In May 2023, authorities imposed an overnight curfew following renewed clashes along the RN1, but have so far not proven able to prevent violence.

If operating in Kwango, limit nonessential travel. Leave the area at the first sign of any security disturbance and avoid concentrations of security personnel. Consider traveling in convoy with a security escort and during daylight hours only. Maintain contact with diplomatic missions. Adhere to all directives issued by local authorities, including curfew orders.
