Cambodia: Water Festival to occur nationwide Nov. 26-28

Authorities are deploying over 10,000 police officers nationwide as Cambodia marks the annual Water Festival public holidays Nov. 26-28. Millions of domestic and foreign visitors are expected to travel to Phnom Penh to participate in the celebrations. The main celebrations are scheduled to take place in front of the Royal Palace. Other cities and large towns will hold boat races, street festivals, prayers at religious sites, and rice-pound ceremonies. Government offices and business closures are likely during the holidays. Some ministries and state agencies may declare additional holidays on top of the public holidays.

Authorities will likely increase security around event venues, religious sites, major highways, and transport centers. Large crowds are likely especially near major events, along with an increased risk of petty crime such as theft and pickpocketing during the holiday period.

Officials are imposing road closures around event venues in Phnom Penh at least through Nov. 29. Transport and business disruptions will likely occur during the holidays due to increased domestic travel and heightened security measures. Substantial highway congestion and delays to domestic flights and long-distance ferry and bus services are likely. Additionally, traffic accidents typically spike in Cambodia during major holidays, including the Water Festival.

Activists may stage small demonstrations against the government during the festival, especially in Phnom Penh and other urban centers. Authorities will likely disperse protests quickly; clashes and mass arrests may occur during gatherings.
