Authorities confirmed that at least 33 civilians were killed and six others kidnapped after an attack in the locality of Kitsanga, Beni Territory of North Kivu Province overnight on Nov. 13-14. The attack has been attributed to the Islamic State (IS)-aligned Allied Democratic Forces (ADF), which is particularly active in the area. The exact site of the attack is unclear; Kitchanga is close to Nobili locality.

Consider deferring nonessential travel to conflict-affected areas in northeastern DRC until the situation stabilizes. Maintain contact with diplomatic missions. Consult local security partners on the viability of traveling in and around the impacted locations. Travel in convoy and during daylight hours only. Reconfirm the status of public transportation, road routes, and border crossings before departure. Adhere to directives issued by local authorities.

The threat of militant violence is severe in eastern regions of the DRC despite the implementation of a state of siege in Ituri and North-Kivu provinces and ongoing security operations by DRC and Ugandan forces at border areas. Fatal attacks and kidnappings are regularly carried out by some of the numerous armed groups operating in the east of the country. Further attacks are likely in the coming weeks and months.
