COP28 Summit to take place in Dubai, UAE, Nov. 30-Dec. 12. Increased security and localized transport disruptions likely.
Emirati authorities will almost certainly increase security measures in Dubai's Expo City in preparation for the 2023 United Nations Climate Change Conference (COP28) from Nov. 30-Dec. 12. More than 70,000 people are expected to attend the event, including dozens of heads of state.
The venue has been split into a "Blue" and "Green" Zone. The Blue Zone is open only to United Nations Framework Convention on Climate Change (UNFCCC)-accredited individuals. The Green Zone is open to all.
While there have been no specific, announced threats to the COP28 summit, large gatherings of world leaders could pose an attractive target for militant groups. Security forces will likely respond swiftly and aggressively to any perceived threat. Authorities will almost certainly increase security in and around the summit venue and surrounding areas in the days leading up to the event. Additional security measures, including checkpoints and road closures, cannot be ruled out near Expo City and other prominent tourist sites within Dubai.
Flight delays at Dubai International Airport (DXB) and Al Maktoum International (DWC) are also possible when summit attendees arrive and depart.
Plan for increased security in Dubai ahead of, during, and after the COP28 summit. Heed the advice of security personnel. Allow additional time if traveling through affected areas.
