Increased security likely in Bissau, Guinea-Bissau, through at least mid-December following the dissolution of the government

A heightened security presence is likely in Bissau through at least mid-December following the dissolution of the National Assembly and the suspension of the national television broadcast Dec. 4. Preliminary reports indicate increased security measures are in place in the vicinity of the National Television (TGB) and Radio of Guinea-Bissau (RDN).

President Umaro Embalo dissolved the opposition-controlled National Assembly due to alleged collusion between National Guard soldiers and opposition members amid an alleged coup attempt overnight Nov. 30-Dec. 1. Further reporting indicates several dozen individuals against the dissolution demonstrated near the National Assembly building. The Economic Community of West African States (ECOWAS) asserted its position Dec. 1, condemning all acts of violence and disruption to the constitutional order in Bissau.

Authorities could impose movement restrictions, vehicle checks, curfews, and/or bans on public gatherings if the situation warrants an escalation. Pro-government and/or opposition demonstrations are possible. Associated transport and business disruptions may occur. Clashes with security forces could take place, particularly if demonstrators are overly disruptive or ignore police orders to disperse.

Exercise extreme caution if operating in Bissau. Heed all official directives. Avoid government buildings, security installations, and large concentrations of police and soldiers. Remain courteous and cooperative if approached and questioned by security personnel. Refrain from taking photographs in public spaces due to heightened tensions. Maintain contact with your diplomatic mission or host country organization.

Gunfire broke out near barracks in Bissau's Santa Luzia District after members of the National Guard released two government ministers detained at the headquarters of the Judicial Police. Members of the Presidential Palace battalion responded, clashing with National Guard personnel early Dec. 1. Later in the day, a military spokesperson said that the situation was under control, and the National Guard commander reportedly involved in the incident was detained, along with several other personnel. The clashes caused at least two deaths.
