Mexico: Gang-related violence possible across Tamaulipas as of Jan. 20 following arrest of a high-ranking member of the Gulf Cartel

Violence related to drug-trafficking organizations (DTOs) is possible across Tamaulipas as of Jan. 20 following the arrest of Jose Alberto Garcia Vilano (La Kena/Cyclone 19), a high-ranking member of the Cyclone branch of the now-defunct Gulf Cartel (Cartel del Golfo, CDG) based in Matamoros. Security forces arrested Vilano at a shopping mall in Monterrey, in the neighboring state of Nuevo Leon, Jan. 18. In response, the US Embassy in Mexico has issued a 20:00-06:00 curfew order for US government employees in Matamoros through the morning of Jan. 26.

Heightened security is likely, particularly in Matamoros. Acts of reprisal violence by elements of the Cyclone Cartel are possible across Tamaulipas over the coming days. These may include attacks on security forces or the general public involving gunfire, explosives, or kidnapping. The Northeast Cartel may implement widespread blockades on major roads to disrupt security and economic activity.

Exercise caution if operating in Tamaulipas State. Monitor local news sources for developments. If violence occurs, immediately take shelter in a secure, nongovernment building. Strictly heed the directives of authorities. If blockades occur, do not attempt to bypass them; wait for authorities to dismantle them.
