DRC: Fuel shortages possible in Beni, North Kivu Province, into at least early March after local fuel tanker truckers launch strike Feb. 26

Fuel tanker truckers launch strike Feb. 26 impacting Beni, North Kivu Province, DRC; fuel shortages possible in area into early March.

Warning

Fuel shortages are possible in Beni, North Kivu Province, and surrounding areas into at least early March after local fuel tanker truckers launched a strike on Feb. 26. The purpose of the strike is to denounce the Beni High Court's recent issuance of warrants against some fuel-sector workers for alleged price fixing and non-compliance with import and distribution regulations. Gasoline stations located in Beni have reportedly closed, and informal resellers of gasoline had raised the price of their remaining stocks by nearly 30 percent as of Feb. 26. Motorcycle taxi fares also surged by about 50 percent following the start of the strike; similar fare hikes are likely on other forms of public transportation for the duration of the work stoppage. In response to the developments, the mayor of Beni has reportedly called on local judicial authorities to suspend their warrants to preserve public order.

Transport and business disruptions will likely affect areas impacted by the strike-related fuel shortages. Demonstrations denouncing the fuel shortages are possible over the coming days, particularly near gas stations and government buildings. Clashes between demonstrators and security forces cannot be ruled out. Vendors in and near Beni that continue to sell fuel amid the strike period may experience increased demand; traffic congestion is likely where fuel vendors experience heightened demand.

Prepare for lingering fuel shortages and long wait times at gas stations. Stock up on fuel when possible. Limit vehicle use to preserve fuel. Confirm business appointments, transport reservations, and deliveries over the coming days. Avoid any demonstrations that materialize due to possible violence. If clashes break out, leave the area immediately. Heed all official advisories.
