Pakistan: Authorities bolstering security in multiple cities for Iranian presidential visit through April 24

Tight security, disruptions certain in multiple cities in Pakistan, through April 24. Local holidays declared. Attacks possible.

Warning

Officials are imposing extremely tight security measures in multiple cities of Pakistan for an Iranian presidential visit through April 24. Iranian President Ebrahim Raisi's delegation includes his spouse, cabinet members like the foreign minister, and multiple business representatives. Guests will reportedly visit Islamabad, Karachi, and Lahore for meetings with provincial and federal ministers and business leaders. Foreign delegations will stay in hotels in Karachi and Lahore and may use regional airports. Authorities have declared April 23 a public holiday in Karachi; similar measures are possible in other cities. Public and private workplaces, non-essential government offices, and educational institutions will close.

Road closures, diversions, and rerouting of public buses will most significantly affect cities hosting official meetings. Disruptions are particularly likely on routes leading to the Islamabad International Airport (ISB) and hotels used by delegates. Authorities typically restrict the movement of freight vehicles into and within cities, except for those carrying essential items, to ease congestion during high-level meetings. Vehicular and pedestrian checks are likely at key sites like major roadways, government buildings, security installations, and crowded public places nationwide through April 24.

Known terror groups, mainly Islamist and separatist groups, are active in Pakistan. Although authorities have not publicized any specific threat to the event, officials will likely impose intensive counter-terror measures, including drills and patrols in sensitive locations nationwide. Any mass casualty attacks may result in temporary movement and internet curbs to facilitate investigations.

Avoid associated venues as a precaution if not attending related events. Limit exposure to prominent government buildings and potential militant targets. Allow additional time for transport, including to and from ISB, through April 24. Present proper identification documents and remain cooperative if stopped by officials for checks. If any violence erupts nearby, immediately leave the area and seek shelter at a safe nongovernment building. Confirm all business appointments and transport reservations. Heed all transport and security advisories.
