Anti-government protests are likely nationwide before and during the 33rd Arab League summit on May 16. Specific information on summit locations and venues has not been published, likely out of an abundance of caution and due to security concerns. Demonstrations are likely to occur in predominantly Shi'a areas outside of the capital of Manama, including but not limited to Abu Saiba, Al-Dair, Al-Markh, Bani Jamra, Buri, Diraz, Karbabad, Karranah, Karzakkan, Ma'ameer, Malkiya, Saar, Shakhura, and Sitra.
A heightened security presence should be anticipated in predominantly Shi'a locations. Security forces will respond swiftly and aggressively to any perceived threat. Demonstrators frequently burn tires, block roads, and clash with security forces. Authorities will likely increase security in and around the summit venue and its surrounding areas in the days leading up to the event. Additional security measures, including checkpoints and road closures, are also likely along all major routes near the venue.
Avoid nonessential travel in likely protest areas. Avoid all protests due to the potential for violence. If a protest forms nearby, leave the area immediately and seek shelter in a secure location. Do not take photographs. Allow extra time if driving near the affected areas; consider planning alternative routes around potential demonstration sites. Heed instructions from authorities.
The February 14 Youth Coalition, a prominent opposition group, has called on its supporters to utilize the summit to highlight alleged prisoner abuses within the Kingdom and call for establishing a constitutional monarchy. In recent weeks, protests over alleged prisoner abuses have taken place close to Jaw Prison, leading to authorities forcibly dispersing protesters and arresting several activists. Critics have accused the government of silencing opposition groups and suppressing freedom of expression. The government crackdown has, in turn, led to more protests and violence.
