Malawi: Further fuel shortages likely nationwide through early November

Authorities are reportedly rationing fuel in Malawi; further supply disruptions are likely through early November.

Fuel rationing is likely to continue nationwide through at least early November amid renewed shortages. The Malawi Energy Regulatory Authority (MERA) has prohibited the dispensing of fuel into containers. On Oct. 22, the National Oil Company of Malawi (NOCMA) reportedly secured the import of 2 million liters (500,000 gallons) of fuel to ease the shortage; it is unclear when fuel stocks will be replenished.

Fuel shortages may affect business operations, public and private transport services, and ground shipping. Hoarding may exacerbate disruptions in some places. Disgruntled consumers may protest outside government offices or fuel stations to demand action to address the shortages. Authorities will likely deploy security personnel to monitor any protests that occur. Localized transport disruptions are possible near demonstration venues, especially if protesters march on or block roadways.

Stock up on fuel when possible. If long-distance travel is unavoidable, ensure fuel tanks are full and carry additional supplies. Do not buy fuel on the black market. Ensure fuel supplies for generators; confirm delivery agreements. Avoid all protests. Heed instructions from authorities.

Malawi has experienced intermittent fuel supply issues since mid-2022, at least. Reasons typically included oil import delays, likely due to a lack of foreign currency, freight inefficiencies, and high demand caused by individuals stockpiling reserves.
