Norway: National terrorism threat level increased to "high" as of Oct. 8
Norway increases national terrorism threat level to "high" as of Oct. 8. Heightened security almost certain.
Norway's Police Security Service (PST) has raised the country's terrorism threat level from three to four (the second-highest level on a five-tier system) as of Oct. 8. Level four indicates the terrorism threat level is "high," with the PST stating that one or more people have concrete plans to carry out a terrorist attack and/or several conditions increase the terror threat. Authorities cite increasing tensions related to the escalation of the Israel-Hizballah conflict coinciding with several upcoming Jewish holidays in justifying their decision.
Norwegian security services are proficient; however, the threat remains heightened, and authorities will almost certainly implement increased security measures around sensitive sites and potential targets, including government offices, police headquarters, airports, and transport hubs. The announcement stipulates that police officers, typically unarmed, will now carry firearms nationwide. Security personnel will be especially vigilant, which could result in an increase in security alerts in the near term, prompting short-notice business and transport disruptions in affected areas.
Anticipate possible disruption from heightened security measures and increased scrutiny from security services. Plan accordingly for short-term security-related disruptions, which could occur with little to no warning. If approached by security services personnel, remain calm and non-confrontational, and comply with their instructions. Report any suspicious behavior or objects to authorities. Carry proper identification documents at all times while in Norway.
