Pakistan: Further student protests likely in Punjab Province through late October following clashes /update 1

Student protests likely to persist in Punjab Province, Pakistan, through late October. Tight security, transport disruptions probable.

Student groups will likely continue to protest across Punjab Province through late October to denounce the alleged sexual assault of a female college student Oct. 11. Related demonstrations and clashes have occurred since Oct. 14 in several cities, including Gujrat, Faisalabad, Gujranwala, Jhelum, Kharian, Lahore, Lalamusa, and Rawalpindi. Security forces used baton charges and tear gas to disperse protesters during clashes in Rawalpindi Oct. 17; police reportedly arrested around 250 individuals for allegedly vandalizing college property and blocking roads.

Potential gathering sites include universities, government buildings, press clubs, monuments, sports grounds, public squares, and thoroughfares in major urban centers. In Lahore, protests have occurred at campuses affiliated with the Punjab Group of Colleges, including Hafeez Centre, Gulberg Campus, and Campus 11. Rallies usually occur in the afternoon. Participation will likely be in the hundreds. Authorities have imposed 144 of the Criminal Procedure Code Oct. 18-19, which prohibits public gatherings of more than five people. Officials have also closed all educational institutions as a precaution. Further extensions to the measure are possible if unrest continues to escalate.

Authorities will likely maintain increased security across major urban centers and monitor protests. Police may attempt to forcibly disperse any gatherings. Traffic restrictions and security checks are probable in major cities, with transport disruptions likely to occur. Further clashes between police and activists, as well as incidents of arson and vandalism, remain possible. Associated business disruptions may occur.
