Pakistan: Officials to impose increased security measures in Islamabad Capital Territory and Rawalpindi Oct. 14-16

Officials will maintain a heightened security posture in the Islamabad Capital Territory and Rawalpindi Oct. 14-16 to facilitate the Shanghai Cooperation Organization (SCO) Council of Heads of Government meeting. Foreign dignitaries from SCO member states, including representatives from China and India, will attend official events through Oct. 16. All educational institutions and local public offices will remain closed. The US Embassy has indicated that it will provide emergency services for its citizens Oct. 15-16.

Related demonstrations of various types, including sit-ins and marches, are possible. Activists affiliated with the Pakistan Tehreek-e-Insaf (PTI) party will continue their ongoing protest campaign throughout Punjab Province through at least Oct. 14 to demand the release of PTI leader Imran Khan and denounce recent proposed constitutional amendments. Potential gathering locations include sites hosting official SCO events and areas near diplomatic facilities, government buildings, public squares, and thoroughfares. Well-attended gatherings could attract thousands of participants.

The government will almost certainly maintain an increased security presence across the affected locations. Officials will likely impose traffic, telecommunication, and internet restrictions, along with additional measures based on operational needs. In recent days, officials have implemented similar restrictions due to the risk of heightened civil unrest amid ongoing discussions on the proposed constitutional amendments. Clashes between activists and police, as well as between members of opposing groups, are possible. Isolated security incidents, including arson and small-scale bombings, cannot be ruled out. Associated localized transport and business disruptions are likely.

Exercise increased caution if operating in or near the Islamabad Capital Territory and Rawalpindi through at least Oct. 16. Avoid all demonstrations as a standard precaution. Depart the area at the first sign of any security disturbance. To the extent possible, minimize exposure to potential militant targets, such as military installations, checkpoints, government buildings, crowded marketplaces, and diplomatic facilities. Plan accordingly for potential localized transport and business disruptions. Do not check out of your accommodation without confirming onward travel. Maintain contact with your diplomatic mission and heed all official transport and security advisories.
