Further protests, strikes, related disruptions likely in Bihar State, India, through at least late January over civil service examination.

Warning

Various activist groups will likely continue their ongoing protests and related strikes across Bihar State through at least late January. The purpose of the action is to denounce alleged irregularities over the Bihar Public Service Commission (BPSC) examination. In recent weeks, sporadic demonstrations have occurred in several urban centers, including Arwal, Arrah, Begusarai, Bettiah, Buxar, Darbhanga, Samastipur, Saran, and Siwan. Activists have staged transport blockades and strikes at multiple locations.

Activists have announced that they will observe a statewide shutdown strike (bandh) on Jan. 12. Additional protests, including shutdown strikes and transport blockades, are likely across Bihar. Potential gathering sites include government buildings, public squares, and major thoroughfares. In Patna, popular protest locations include the BPSC building, Gandhi Maidan, Gardanibagh area, and J.P. Golambar. Well-attended gatherings could draw thousands of people.

Authorities will probably monitor such gatherings and could use force to disperse unruly crowds. Clashes between activists and police cannot be ruled out. Associated localized transport disruptions are likely. Business disruptions are also likely, especially during shutdown strikes, when local enterprises typically suspend their operations or are forced to close.

Avoid any demonstrations that materialize. Depart the area at the first sign of any security disturbance. Plan accordingly for potential localized transport and business disruptions. Heed all official transport and security advisories.
