Poland: Security alert in effect for COP24 conference through Dec. 15 /update 1

Event

The 2018 UN Climate Change Conference (COP24) is due to formally kick off on Monday, December 3, in Katowice (Silesia province). As a precaution, the Polish government has declared an ALFA terrorism alert (the lowest on a four-tier scale) for Silesia province and Krakow, which will remain in effect for the duration of the conference through Saturday, December 15. Associated heightened security measures include enhanced controls at public facilities and other locations deemed a possible target for terrorist activity, increased vehicle controls, and a visibly increased police presence. In addition, border controls have been temporarily restored with neighboring European Union countries - normally exempt from such controls as members of the Schengen Area - which is expected to cause associated delays at land border crossings and other international travel hubs (ports, airports, train stations). 

Meanwhile, although all spontaneous protests have been barred in Katowice for the duration of the conference, demonstrations remain possible surrounding the conference in the city center. A planned March for Climate demonstration has been approved by the authorities, and is set to go ahead on Saturday, December 8.

Individuals present in Poland, particularly in Katowice, are advised to remain vigilant and report any suspicious objects or behavior, to avoid any potential protests, and to adhere to all instructions issued by the local authorities. Those traveling to or from Poland are advised to carry proper documentation - e.g. passport, national identity card issued by an EU member state, visa, etc. - and be prepared for longer wait times at Polish borders.
