Activists will likely stage rallies in multiple cities nationwide Dec. 10 to commemorate International Human Rights Day. The largest gatherings will probably occur in Phnom Penh. Authorities have rejected an application by several non-government organizations to hold a demonstration involving 1,500 participants at Freedom Park; however, activists could stage protests in smaller groups and still attempt to converge at the location. Other possible gathering sites in the capital include the City Hall, Phnom Penh Municipal Court, Veng Sreng Boulevard, Wat Botum Park, and other government buildings and popular rally locations, such as prominent intersections and plazas. Smaller gatherings may occur outside government buildings in Siem Reap and Sihanoukville. Dozens to hundreds of people could participate in any action.

Authorities will almost certainly increase security at protest sites Dec. 10. Localized transport and business disruptions may occur, particularly if there is a high turnout or if protesters occupy nearby streets. Clashes are possible if police forcibly disperse demonstrators or if activists attempt to breach any security barriers. Mass arrests may occur if any action violates requirements for public gathering permit or coronavirus disease (COVID-19) restrictions.
