Warning

Event

Activists plan to protest in front of the Federal Court in Chihuahua starting at 0930 Dec. 11. The purpose of the demonstration is to demand the release of three farmworkers who have been detained since Sept. 11 on charges of being in possession of substances restricted for military use. The gathering has been timed to coincide with a hearing in the case, which will begin at 0954.

Police will almost certainly deploy to monitor the protest and may move to disperse the participants, given the fact that demonstrations, protests, and other public events have largely been suspended in Mexico due to coronavirus disease (COVID-19)-related restrictions. Otherwise, the gathering will probably remain largely peaceful, although low-level confrontations cannot be ruled out.

Advice

Avoid the protest location as a standard security precaution. Leave the area at the first sign of any confrontation. Plan accordingly for localized traffic disruptions, as protesters may block roads without warning. Heed the instructions of local security personnel.
