Uganda: Civil unrest possible in Kampala Dec. 14
Protests possible in Kampala, Uganda, Dec. 14, in response to Electoral Commission's summons of opposition politicians.

Protests and other associated gatherings are possible in the vicinity of the Electoral Commission of Uganda's headquarters in Kampala Dec. 14. The commission has summoned several opposition politicians, including the popular Robert Kyagulanyi Ssentanmu (Bobi Wine), over the repeated breaking of electoral guidelines. The event at the Jinja Road facility will begin at 1000. Kyagulanyi and other opposition politicians have been accused of flouting rules on large gatherings put in place to stem the spread of the coronavirus disease (COVID-19).
An increased security presence is almost certain at the event. Transport disruptions are possible in the vicinity of the commission's headquarters either due to restrictive measures put in place by the security forces or protests by opposition groups. Clashes between security forces and opposition protesters are also possible.

Avoid all protests and associated gatherings as a precaution. Liaise with trusted contacts regarding the affected area in Kampala Dec. 14. Heed the directives of the security forces. Plan for possible transport disruptions. If violence breaks out nearby, leave the area and seek shelter in a secure, non-governmental building.
