Communication disruptions, clashes resulting in fatalities reported during election day in Uganda Jan. 14. Monitor for updates.

Widespread internet outages have been reported across Uganda as the country participates in general elections, Jan. 14. Despite the outage, voting has proceeded with some reports of delayed voting materials and broken biometric machines. Some violence, including fatalities, has also been reported between security forces and possible opposition supporters in Mbale, Kabaale, and Tororo; however, this remains unconfirmed.
Further disruptions, including to business and travel, are likely to persist in the coming days. It is not clear how long the internet outages will persist; however, authorities may move to extend the suspension of services either nationally or in response to localized insecurity. Security forces will likely remain deployed at strategic points in urban centers. Police operations may result in unannounced road closures, airport transfer delays, and localized transport and commercial disruptions. Further protests by opposition and government supporters are likely, particularly once election results are released. Security forces may use force to disperse any protests or associated opposition gatherings.
Advice
Exercise caution through at least Jan. 15 if operating in Uganda. Avoid any areas where crowds appear to be forming or security forces deploying. Confirm appointments, as well as route and destination security conditions, before conducting ground movements. If crowds form or violence occurs nearby, leave the area immediately and seek shelter in a secure location. Consider alternative communications solutions to web-based messaging apps until the government lifts its block on such services.
