Activists plan to rally in Phnom Penh Dec. 10 to commemorate International Human Rights Day. Authorities have approved a request by 30 non-government organizations (NGOs) to gather at Freedom Park in Phnom Penh but will limit the number of participants to 200 people. Organizers have yet to specify a start time for the action. Other possible gathering sites in the capital include the City Hall, Phnom Penh Municipal Court, Veng Sreng Boulevard, Wat Botum Park, and other government buildings and popular rally locations, such as prominent intersections and plazas. Smaller gatherings may occur outside government buildings in Siem Reap and Sihanoukville. Dozens to hundreds of people could participate in any action.
Authorities will almost certainly increase security at protest sites Dec. 10. Localized transport and business disruptions may occur, particularly if there is a high turnout or if protesters occupy nearby streets. Clashes are possible if police forcibly disperse demonstrators or if activists attempt to breach any security barriers. Mass arrests may occur if any action violates requirements for public gathering permits.
