Estonia: Authorities maintaining COVID-19 restrictions as of Jan. 11 /update 36

Estonia maintains COVID-19 measures as of Jan. 11. International entry and domestic restrictions remain in place.

Authorities are maintaining measures imposed to combat the spread of COVID-19 as of Jan. 11.

Domestic Measures

Most nonessential businesses are operating, provided they adhere to strict hygiene and social distancing measures. Evidence of vaccination or recovery from COVID-19 or a recent negative test is required to access many services and facilities and attend large events. Wearing a facemask is mandatory on public transport and in other enclosed public spaces.

International Travel Restrictions

As of Jan. 11, travel is permitted from the EU and Schengen Area-associated countries, as well as Argentina, Australia, Bahrain, Canada, Chile, Colombia, Indonesia, Kuwait, New Zealand, Peru, Qatar, Rwanda, Saudi Arabia, South Korea, Taiwan, UAE, UK, and Uruguay. Authorities designate these countries as green, yellow, or red based on local disease activity. Nonessential travel from other countries is prohibited for individuals who are not vaccinated against COVID-19.

Travelers from green countries may enter without restriction. Travelers who are not vaccinated or have not recovered from COVID-19 and enter from yellow or red countries must possess a negative PCR test taken within the 72 hours before arrival or a negative antigen test taken within the 48 hours before travel or otherwise submit to a test on arrival. Travelers from red countries must also self-isolate for seven days on arrival; this can be ended early after receiving a negative result from a second test taken no fewer than six days after the first. Permitted unvaccinated arrivals from all other countries must show evidence of previous infection or a negative PCR test taken within the 72 hours before arrival or a negative antigen test taken within the 48 hours before travel or otherwise submit to a test on arrival; such individuals traveling using a negative test must also isolate for seven days on entry.

Authorities could reimpose, extend, further ease, or otherwise amend any restrictions with little-to-no notice depending on disease activity over the coming weeks.

Consider delaying traveling if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance. Maintain contact with your diplomatic representation. Ensure contingency plans account for further disruptive measures or extensions of current restrictions. Reconsider and reconfirm nonemergency health appointments.
