Libya's National Oil Corporation (NOC) has declared a state of force majeure with regard to the El Feel oil field in the southwest of the country as of April 17 after a group of unidentified individuals entered the facility the previous day and forced workers to cease operations. The group in question is reportedly demanding that the Government of National Unity (GNU) headed by Prime Minister Abdulhamid Dbeibah cede power to the Government of National Solidarity (GNS); it remains unclear whether or not they are armed. The incident comes amid calls by several groups calling for the closure of Zueitina Port and oil fields in the Maradah-Zillah basin.

Production at El Feel will likely remain suspended until the NOC can reach an agreement with the group that has taken control of the oil field. Given the heightened tensions in the country, clashes between rival militia groups cannot be ruled out over the coming days.

Exercise caution if operating at or traveling in the vicinity of the El Feel oil field. Avoid areas where armed forces appear to be gathering. Maintain contact with your diplomatic representation. Stockpile fuel for vehicles and generators as a precaution against potential shortages, should the shutdown become protracted.
