Sri Lanka: Authorities heighten security in Tamil-dominated areas ahead of Civil War Memorial Day, May 18

Tight security certain in northern and eastern parts of Sri Lanka for Civil War Memorial Day, May 18. Rallies likely, clashes possible.

Warning

Event

Authorities have tightened security in the Tamil-dominated Eastern and Northern provinces of Sri Lanka ahead of a civil war anniversary, May 18. Tamil groups plan to rally at Mullaitivu's Mullivaikal Memorial Park and Batticaloa's Sri Velaayudha Swami temple. Other demonstrations such as sit-ins and street marches are likely across Ampara, Batticaloa, Jaffna, Kilinochchi, Mannar, Mullaitivu, Trincomalee, and Vavuniya districts, as well as in central Colombo. Dozens to a couple of hundred people may attend each event.

Army personnel and police typically deploy to monitor memorial gatherings. Popular protest sites in Eastern and Northern provinces include monuments, residences of Liberation Tigers of Tamil Eelam (LTTE) leaders, worship venues, major intersections, public squares, and university campuses. Local authorities have banned or curtailed rallies in past years; similar measures could result in protests. Security forces may forcibly disperse unlawful or disruptive gatherings, potentially causing minor clashes. Localized traffic disruptions are likely near any large rallies. Officials may also erect checkpoints and security cordons, mainly in Tamil-dominated areas. Enhanced measures such as controls on public movement, social media, and internet connectivity are possible if significant violence occurs.

Authorities have not publicized any specific threats for the anniversary. No known armed Tamil separatist group is currently active in the country. However, security forces are typically on high alert for potential attacks by Tamil separatists. Enhanced security is likely at government buildings, national monuments, military facilities, and crowded public places such as transport hubs.

Context

The May 18 anniversary marks the 2009 declaration by Sri Lankan forces that they had established control over the entire island after ending a civil war with Tamil separatists. Tamil activists observe May 18 as a remembrance day for civil war victims. Civil and political groups typically protest on the day demanding action over alleged war crimes and human rights violations by Sri Lankan officials and security forces.
