Algeria: Adverse weather forecast in across much of the country through at least June 18

A heatwave is forecast to persist across much of Algeria through at least June 18, with thunderstorms and heavy rainfall also expected in some northwestern and southern regions June 15. The Ministry of Health issued a press release June 14 advising the public to take precautions due to excessive temperatures across many parts of the country. Authorities are advising the general public to avoid prolonged exposure to direct sunlight, wear loose and light clothing, and stay hydrated. Temperatures on June 15 are expected to reach 29-40 C (84-104 F) in coastal regions, 35-44 C (95-111 F) in the interior of the country, and 34-44 C (93-111 F) in southern regions.

As of June 15, Algeria's National Meteorological Office has issued the following weather warnings :

  • Orange heatwave warnings (the middle level on a three-tier scale): Ain Defla, Algiers, Bejaia, Blida, Boumerdes, Chlef, Mascara, Relizane, Sidi Bel Abbes, Tizi Ouzou, and Tipaza provinces.

  • Yellow heavy rain and thunderstorm warnings: Bordj Baji Mokhtar, Djanet, El Bayadh, In Guezzam, Mascara, Naama, Sidi Bel Abbas, Tamanrasset, and Tlcemen provinces.

Authorities will likely issue new alerts or update/rescind existing advisories as weather conditions change over the coming days.

Hazardous Conditions
The extended period of oppressive heat and dry conditions may produce ideal circumstances for wildfire growth throughout the region. Heatwaves also pose a threat to vulnerable groups - such as the elderly, children, pregnant women, and those with respiratory illnesses - due to the increased possibility of heat stroke or heat exhaustion during prolonged exposure to high temperatures. These health risks could also extend to relatively healthy individuals during significant heatwave events.

In areas where heavy rainfall and thunderstorms are forecast, sustained downpours could trigger flooding in low-lying communities near rivers, streams, and creeks. Urban flooding is also possible in developed areas with easily overwhelmed stormwater drainage systems. Sites located downstream from large reservoirs or rivers may be subject to flash flooding after relatively short periods of intense rainfall. Landslides are possible in hilly or mountainous areas, especially where the soil has become saturated by heavy rainfall.

Authorities could issue mandatory evacuation orders for flood-prone communities over the coming days. Disruptions to electricity and telecommunications services are possible where significant flooding or landslides impact utility networks.

Due to the arid nature of the region and poor stormwater management in some urban areas, even minor rainfall accumulations could quickly result in episodes of flash flooding. Flooding is possible in streams and wadis (dry riverbeds). Significant rainfall may be preceded by moderate winds and dust storms, though some areas - particularly desert areas - may experience high levels of dust without rain.

Transport and Utilities
Very high temperatures may warp rail tracks and force passenger and freight trains to operate at reduced speed. Road surface damage is also possible, and overheated vehicles may worsen traffic problems in urban areas where congestion is already a problem. Commercial trucking disruptions might occur as very high temperatures put more stress on engines, making tire blowouts more common. Major flight disruptions are unlikely, but general aviation disruptions are possible, and some airfreight carriers could reduce cargo loads. High temperatures could lead to an increased demand for electricity, which might trigger localized brownouts or blackouts, exacerbating hazardous conditions when air conditioning is no longer possible.

Floodwaters and debris flows may render some bridges, rail networks, or roadways impassable, impacting overland travel in and around affected areas. Ponding on road surfaces could cause hazardous driving conditions on regional highways. Authorities could temporarily close some low-lying routes that become inundated by floodwaters.

Advice

Monitor local media for weather updates and related advisories. During heat waves, remain indoors in air conditioning when possible. If outdoor activities are necessary, frequently rest in shaded areas; avoid activity during the hottest times of the day. Stay well hydrated by drinking plenty of fluids. Avoid alcoholic beverages, which are dehydrating - drink bottled water or water that has been boiled. Wear loose-fitting, light-colored clothing. Cotton fabrics are more cooling than synthetics. Promptly seek medical attention if signs of heat exhaustion or heat stroke develop. Charge battery-powered devices in case prolonged electricity outages occur.

Confirm all transport reservations and business arrangements before traveling in areas where heavy rainfall and thunderstorms are forecast. Seek updated information on road conditions before driving or routing shipments through areas where severe weather is forecast; plan for possible supply chain disruptions throughout the affected areas. Stay away from elevated streams, creeks, and other watercourses that are prone to flash flooding. Do not attempt to navigate flooded roadways. Exercise caution in elevated terrain due to the threat of landslides.
