Cambodia: Activists to gather in Phnom Penh and Takeo Province, Cambodia, July 10; additional rallies possible
Protesters to gather in Phnom Penh and Takeo, Cambodia, July 10 to mark anniversary of prominent activist's death. Further rallies possible.
Event
Demonstrators will gather in Phnom Penh and Takeo Province July 10 to mark the sixth anniversary of the shooting death of prominent political activist Kem Ley. Activists continue to claim that Kem's shooting, July 10, 2016, was politically motivated and that the government has not transparently investigated the case. An event will occur at the intersection of Mao Tse Tung and Monivong boulevards, where the shooting occurred in Phnom Penh. The site of the Takeo Province gathering is unclear; possible locations include Kem's hometown in Tram Kok District. Additional protests may occur through July 10; possible rally sites in Phnom Penh include the headquarters of the Grassroots Democracy Party, which Kem cofounded; public squares; and popular demonstration sites like Veng Sreng Boulevard.
Authorities will likely increase security at any protest locations through July 10. Localized transport disruptions and clashes may occur during rallies, especially if demonstrators occupy roads or attempt to breach security cordons. Mass arrests are possible if the police consider any demonstrators to violate COVID-19 restrictions.
Advice
Avoid any gatherings due to possible clashes. Seek updated information from local contacts on protest locations and related disruptions, as organizers may not announce details on any additional demonstrations in advance. Plan for possible transport disruptions near rallies and seek alternative routes to circumvent affected areas. If any violence occurs, depart the area immediately and seek shelter at a non-government building. Heed all official traffic and security advisories.
