Heightened security, transport disruptions likely in Tripoli, Libya, through late July after clashes leave 16 dead overnight July 21-22.

Heightened security and localized transport disruptions are likely in Tripoli through at least late July after clashes between rival militias killed at least 16 people and wounded 52 others in the capital overnight July 21-22. The Tripoli Ambulance and Emergency Services has confirmed that three civilians were among the dead. Clashes broke out in several areas, including Asbaa and Ain Zara. The fighting, which occurred between RADA Special Deterrence Forces and units from the Presidential Council's security apparatus, prompted Government of National Unity (GNU) Prime Minister Abdulhamid Dbeibah to dismiss the interior minister.
In addition, officials diverted flights from Mitiga International Airport (MJI) to Misrata International Airport (MRA) on the morning of July 22 due to the clashes. Authorities at MJI have, however, since announced the resumption of flight operations at the facility.
Security forces may maintain additional checkpoints along major routes over the coming days. Confrontations between opposing militia groups remain possible in the event that their fighters engage in further maneuvers. Disruptions to state operations and flights at MJI are possible in response to militia deployments.
Context
Libya is in a political stalemate as both the GNU's Dbeibah and the Government of National Stability's (GNS) Fathi Bashagha lay claim to the country's premiership. The two competing governments that they lead are jockeying for the country's centers of power and resources. This political division - in addition to the presence of foreigners with competing interests - has complicated the country's security dynamics. So long as the political disunity continues, Libya will continue to suffer from clashes among rival militia groups in Tripoli and elsewhere in the country.

Avoid clashes and all areas where armed groups appear to be gathering. Should violence erupt, depart the area immediately and seek shelter in a secure location while staying away from windows and exterior walls. Plan for ground travel delays. Maintain contact with diplomatic representations. Confirm flights to and from MJI.
