The Sanyukt Kisan Manch (SKM), a coalition of 24 farmers’ unions, plans to protest outside the Himachal Pradesh state secretariat building in Shimla Aug. 5. The purpose of the action is to denounce the state government’s delays in fulfilling promises related to agriculture, such as a reduction in the goods and services tax on apples. Participants plan to surround (gherao) the state secretariat building to raise awareness of the issue. The SKM has threatened to continue demonstrations over the issue until the farmers' demands are met. While organizers have as yet released no specific plans for future gatherings, possible protest sites include major public squares, district-level headquarters, and government facilities. Previous rallies by the organization have drawn hundreds of participants.

Authorities will almost certainly deploy a heavy police presence in the vicinity of the state secretariat building as a precaution. Roadblocks or security cordons are likely, as are localized transport disruptions along Circular Road and other nearby thoroughfares. Isolated clashes between protesters and police cannot be ruled out.
