Libya: Clashes between rival armed groups subside in Tripoli as of Aug. 28 /update 3
Situation remains tense in Tripoli, Libya, after clashes between rival armed groups subside as of early Aug. 28.
Event
The situation remains tense in Tripoli as of Aug. 28 despite clashes between rival armed groups having largely abated. The fighting, which first broke out during the night of Aug. 26-27, included exchanges of small arms and heavy weapons fire in residential neighborhoods of the city; several hospitals and medical centers were also been shelled, as were some government and private buildings. Clashes occurred in several areas of the Libyan capital, including near Al-Zawiyah, Bab Ben Ghashir, and Al-Suraim streets, with confrontations also reportedly having taken place in Janzour, immediately west of Tripoli. At least 32 people were killed and over 159 others wounded in the fighting; it remains unclear how many of the casualties are civilian non-combatants.
Some businesses in Tripoli have reportedly begun reopening Aug. 28. Mitiga International Airport (MJI) is operating normally; however, some carriers have either suspended or rescheduled flights. Libyan Wings Airlines (YL) had suspended flights for 24 hours beginning the afternoon of Aug. 27; Tunisair (TU) has suspended flights between MJI and Tunis-Carthage International (TUN) Aug. 28 due to the security situation in Tripoli. Afriqiyah Airways (8U) flights are reportedly operating on MJI's approved schedule.
Further confrontations between opposing groups cannot be ruled out over the coming days. Significant disruptions to business operations and government services during any further troop deployments or fighting that may materialize. MJI or individual airlines serving the facility could suspend operations with little-to-no notice depending on security developments.
Advice
Consider deferring nonessential travel to and within Tripoli until it becomes clear that no further fighting is imminent. If already in the city, exercise extreme caution. Should clashes erupt nearby, leave the area immediately and seek shelter in a secure location while staying away from windows and exterior walls. Maintain contact with your diplomatic representation. Reconfirm the status of road routes and flights before travel.
