Uganda updates COVID-19-related domestic measures as of Dec. 3. Travel requirements unchanged.

As of Dec. 3, Ugandan authorities have updated COVID-19-related domestic measures. Individuals are required to either possess an up-to-date vaccination certificate or a negative PCR test result not older than 24 hours to attend formal meetings and access public places. It is unclear how many and which boosters are required to be considered fully vaccinated. The vaccination certificate is now mandatory to access government buildings and all public and private offices. Officials have also recommended wearing facemasks in enclosed spaces and reminded the population that handshaking and hugging remain prohibited and that all citizens should get vaccinated at least every six months.

All other COVID-19-related measures remain unchanged.

Domestic Measures
Public transportation is operational at full capacity but is only accessible to vaccinated people.

International Travel Restrictions
Fully vaccinated passengers entering Uganda no longer need to provide a negative COVID-19 PCR certificate. All unvaccinated individuals arriving in Uganda must provide a negative PCR test taken no more than 72 hours before travel. All arrivals are subject to temperature screening; authorities may require symptomatic passengers to under COVID-19 testing.

Authorities could reimpose, extend, further ease, or otherwise amend any restrictions with little-to-no notice, depending on disease activity over the coming weeks.

Advice

Reconfirm all planned travel arrangements. Plan accordingly for protracted commercial, transport, and logistics disruptions. Follow all official instructions. Abide by national health and safety measures. Consider delaying travel if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance. Maintain contact with your diplomatic representation. Ensure contingency plans account for further disruptive measures or extensions of current restrictions.
