Suspected Cooperative for the Development of Congo (CODECO) militiamen attacked the villages of Blukwa, Jisa, and Largu in Djugu Territory, Ituri Province, Jan. 8. Initial reports indicate at least 16 people died in the assaults and many residents fled the area. The death toll may increase once officials are able to return to the villages. Local activists said the attacks were in retaliation for the alleged killing of a teacher from the Lendu community, who COEDCO claim to defend.

An increased security presence is likely over the coming days. Further retaliatory violence is possible.

Context

The threat of militant violence is severe in eastern regions of the DRC despite the implementation of a State of Siege in Ituri and North Kivu. There are regular reports of fatal attacks and kidnappings conducted by some of the numerous armed groups operating in the area. Militants usually use significant and indiscriminate violence, and foreign personnel may become the target of attacks due to the perception that they are wealthy and vulnerable.
