Sudan: Protests and heightened security are likely in Khartoum and other major cities through at least late April /update 13

Event

Further disruptive protests are likely in urban centers, especially Khartoum, through at least late April. Activists are demanding that the country's military leadership transfer political power to civilian authorities and are denouncing increasing economic hardship. Disruptive anti-coup protest activity and accompanying clashes have been regularly reported in Khartoum and other cities since the coup d'etat in October 2021. Protesters are likely to gather in city centers, near major government buildings, and along major highways.

Authorities will likely deploy a heightened security presence along key thoroughfares, near government buildings, and amid any protest activity that may materialize. Especially tight security is likely around the presidential palace in Khartoum, which has been a focal point for protest action. Security forces may close bridges in the Khartoum area to prevent protesters from gathering; activists could also block roads. Clashes between security forces and demonstrators are likely; Sudanese authorities are generally quick to use force in dispersing protests. Business and telecommunications disruptions are possible in areas affected by protest activity. Officials could suspend telecommunications and internet services if unrest escalates.

Context

The protests are ongoing despite the signatories (the military and civilian opposition groups) of the Dec. 5 framework agreement announced on March 19 that the finalized political settlement would be signed April 11 along with the establishment of the transitional government. In accordance with the signed framework, a transitional civilian government headed by a prime minister will be in place for two years before elections are held; the military - which has been in control since the coup - would only be represented on the Security and Defense Council. However, the deal received strong resistance from several groups, including by Sudanese Resistance Committee (SRC), saying the agreement restores a partnership between political and security elites, betraying the aspiration of over 120 people who were killed in anti-coup protests.
