Uganda: Possible disruptions amid evictions along Kampala-Entebbe highway

Eviction operation along Kampala-Entebbe highway launched May 15 to cause possible transportation disruptions; anticipate heightened security

The Uganda National Roads Authority (UNRA) launched an eviction operation on Monday, May 15, to move people living and working along the highway between the capital Kampala and Entebbe. The evictions began at the Kibuye roundabout and will extend as far as Entebbe International Airport (EBB). Hundreds of structures will be knocked down during the operation, including homes, markets, schools, fuel stations, and commercial buildings. Although residents have been notified of the planned evictions, low-level clashes between affected individuals and security forces or UNRA workers attempting to demolish structures are possible.

Context

According to UNRA officials, similar operations targeting "encroachers" on other national roads are planned to follow this first eviction phase targeting Entebbe Road. Other roads likely to be singled out include Jinja, Masaka, Hoima, and Bambo roads in the Kampala Metropolitan Area. The operations are intended to decongest roadways, expand the width of roads, and improve safety.

Advice

All those traveling via road between Kampala and Entebbe are advised to anticipate potential travel delays and to remain vigilant due to possible scuffles. Follow all instructions issued by the local authorities, never attempt to cross a roadblock without authorization, avoid all demonstrations, and monitor developments to the situation.

On a separate note, many Western governments advise against travel near the borders with the Democratic Republic of Congo and Kenya for security reasons. Nonessential travel to the border with South Sudan is also not advised.
