Criminal gang plans attacks on federal officials in Porto Velho (Rondônia state) on August 31

The First Capital Command (Primeiro Comando da Capital; PCC), one of Brazil's largest criminal gangs, is reportedly planning to carry out a series of attacks against government officials in Porto Velho (Rondônia state) on Thursday, August 31. It is reported that the group intends to kill federal judges, prosecutors, and prison workers to commemorate the group’s founding and in response to the suspension of inmate visits, which were stopped by the government on May 25. The threat was reported by prison officials in Rondônia state and security forces are investigating the credibility of the threat.
Context
The PCC largely operates within Brazil's prison system, but it is active outside of prisons in at least 22 of the country's 27 states. In the past, the PCC has attacked prison workers and other government officials. The group killed least three prison guards between September 2016 and May this year in response to crackdowns on prisoners' access to cellphones and other contraband. The group has also used threats of attacks in the past in attempts to pressure the government into negotiations. The PCC is reportedly actively expanding its influence in parts of the country. Violence has broken out this year in northern Brazil between the PCC and the Red Command (Commando Vermelho), another large criminal gang, over control over drug trafficking routes.
