Brazil: Spike in gang violence in Fortaleza

Spike in gang violence in Fortaleza and surrounding Ceará state since March 22; remain vigilant

A series of attacks targeting public property in the state of Ceará, including its capital city Fortaleza, have occurred since Thursday, March 22. At least ten incidents have been reported, including firebomb attacks targeting public buses and government buildings, and a shooting attack against the Ministry of Justice building. In the Ministry of Justice incident, three of the assailants were shot dead by security forces; it does not appear that there have been any civilian or security force casualties. A total of six people have been arrested in connection with the incidents. In response to the violence, police began to escort city buses on Monday, March 26.

Context

The attacks could be reprisals for a crackdown on mobile phones and other contraband in state prisons. Many of Brazil’s major gangs are based out of prisons and have a wide reach on the outside (as well as significant control within the prisons themselves). The attacks could also potentially be linked to turf wars between rival gangs, the Guardiðes do Estado and the Comando Vermelho.
