Opposition parties plan rallies to the election commission office in Islamabad, Pakistan, 1400 Jan. 19. Tight security, disruptions certain.

Warning

Event

The Pakistan Democratic Movement (PDM) - a coalition of 11 opposition parties - has announced details of its plan to protest outside the Election Commission of Pakistan (ECP) office in Islamabad Jan. 19. Organizers are criticizing the ECP for its alleged delays in investigating allegations of illegal foreign funding to the ruling Pakistan Tehreek-e-Insaf (PTI) party; they are also demanding the resignation of Prime Minister Imran Khan by Jan. 31. High-profile PDM leaders may attend the event, which could draw thousands of participants. Multiple rallies will occur from various locations in Islamabad and Rawalpindi from late morning, with the largest gathering planned 1400 Jan. 19 near the election commission office.

Increased security
Additional demonstrations are possible at government buildings, political party offices, and public squares in the vicinity. Over 1,800 security personnel have deployed across Islamabad as a precaution and may attempt to enforce COVID-19 gathering restrictions. Police typically impose entry restrictions and vehicle checks at border points of the capital city and cordon off sensitive areas such as the Red Zone. Clashes between security forces and demonstrators may occur, especially if police forcibly attempt to disperse protesters. Authorities may impose enhanced security measures, such as movement restrictions and suspension of telecommunication services, to prevent or control violence.

Transport and other disruptions
Demonstrators will probably block or march along roadways, causing localized transport disruptions. Closures and diversions are most likely along Ataturk Avenue, Constitution Avenue, I.J.P road, Murree Road, Peshawar Road, and Srinagar Highway. Rerouting and cancelation of public and private hire transport services are possible through Jan. 19. Local businesses may close due to official orders or as a precaution.

Context

The action is part of a series of anti-governmental rallies since October 2020 to denounce the ruling Pakistan Tehreek-e-Insaf (PTI) party for various issues, such as alleged economic mismanagement and suppression of political freedom. Disruptive political protests are likely to continue in the coming months, with sporadic violence possible.

Advice

Avoid protests due to possible violence. If clashes break out, leave the area immediately. Follow all security personnel instructions. Allow additional travel time near gatherings. Confirm business appointments, road status, and transport reservations through Jan. 19 if operating in the affected area.
