Colombia: Military deployment and curfew continue in Cali as of May 29 in response to unrest /update 1
Military deployment and curfew continue in Cali, Colombia, May 29, in response to unrest.
Event
A major military deployment continues May 29 in Valle del Cauca Department, including the regional capital Cali, following civil unrest that led to the deaths of several people May 28. Officials in Cali also announced the renewal of an overnight curfew starting at 19:00 May 29 and ending at 05:00 May 30. It is unclear if the curfew will continue in the coming days.
Heightened security and ground travel disruptions will almost certainly continue in the coming days; authorities may expand the measures further if demonstrations continue to escalate. Military and police patrols, checkpoints, and movement restrictions are likely to remain in place to contain the unrest. Clashes between protesters and security personnel are likely.
Context
The unrest began April 28 in opposition to a tax reform bill supported by President Ivan Duque's administration. While the government ultimately withdrew the draft law, protests have continued against other government policies, including the handling of the COVID-19 pandemic, among other issues. Representatives of President Duque and leaders of the National Strike Committee have held several meetings since mid-May; however, they have yet to launch a negotiation process formally or reach any significant agreements.
Advice
Avoid all protests due to likely clashes. Monitor local media and liaise with trusted contacts for updates on the security situation. Heed the directives of the authorities. Maintain contact with your diplomatic representation.
