Authorities in Liaoning Province have downgraded the last remaining high- and medium-risk areas in Huludao to low risk as of Feb. 28. Officials previously designated several locations in Suizhong County as high- or medium-risk areas with tighter curbs due to COVID-19 activity. Authorities will gradually lift localized measures such as stay-at-home orders, and nonessential business closures in the affected locations. Movement controls could recur or occur in communities if new COVID-19 cases emerge. Strict measures typically last at least two weeks from the date of the most recent confirmed community case.

Lingering business and transport disruptions are possible as businesses and recreational facilities gradually reopen in the affected areas of Huludao. Other provincial and municipal governments will likely withdraw COVID-19 testing and/or quarantine rules for those with recent travel history to the affected areas of Huludao.
