Authorities in Shaanxi Province have lifted temporary heightened controls in Xi'an as of April 20 after no new reported COVID-19 cases in the last week. Businesses may reopen with health protocols and capacity limits in place. Individuals must hold a green health code to board public transport, which has resumed normal operations. Residents are advised not to enter or leave the city unless necessary and cannot enter counties with COVID-19 cases in the last 14 days. Officials continue to implement tighter curbs like stay-home measures and movement controls in closed and control areas.

The tightest curbs are in place in medium-risk areas. As of April 20, such areas in Xi'an include Xiangyun Logistics Center, Mengjia Village, and Qinhan Hotel in Xixian New District. Residents of and individuals with recent exposure to these areas must remain in their homes; exceptions may be possible for emergencies and essential reasons. Officials restrict travel to and from the affected communities. Authorities typically maintain measures until two weeks after the latest confirmed community case and will probably carry out several rounds of testing before easing restrictions.

Lingering business and transport disruptions are possible as businesses and recreational facilities gradually reopen in Xi'an. Additional measures are likely if there are new COVID-19 cases. Strict controls, such as stay-at-home orders, may occur in other areas of Xi'an and Shaanxi Province over the coming weeks.
