The US Embassy in Mexico issued a statement July 15 warning of the potential for confrontations between criminal groups and officials in Sinaloa in response to the arrest of a prominent cartel leader. The embassy also warned of a potential increase in security forces in Sinaloa and nearby Sonora State.

Mexican authorities arrested Rafael Caro Quintero in San Simon, Sinaloa State, July 15. He has been linked to the 1985 murder of a US drug enforcement agent. During the operation to seize Quintero, a military helicopter crashed near Los Mochis, killing 14 people on board. The cause of the crash is unclear.

The heightened security measures could include road checkpoints and patrols. Cartel members could attack state facilities and personnel in retaliation for the arrest. Any confrontations would carry an incidental risk to bystanders. Localized disruptions are likely near concentrations of security personnel and in the vicinity of any security incidents that may occur.
