Further unrest and increased security are likely in the self-proclaimed independent state of Somaliland through at least mid-December following protests Nov. 13. Supporters of the main opposition groups -Waddani National party and Justice and Welfare Party (UCID)- held a protest in Burao, resulting in at least seven people injured. The action followed the expiration of President Muse Bihi Abdi's term on Nov. 13.

Authorities will almost certainly deploy a heavy police presence to monitor protests and may try to disperse any disruptive gatherings. Clashes between protesters and law enforcement officers are possible. Localized transport disruptions may occur near demonstrations.

Context

The main oppositions say they would no longer recognize the incumbent president after elections were postponed and his term extended until 2024 by the Council Guurti, the Upper house of Somaliland Parliament, and Somaliland National Electoral Commission (SNEC) in September. The delay is likely to increase political tensions and the likelihood of violent unrest in major cities such as Hargeisa, Burao, and Barbara.
