India: Authorities expand increased security in Punjab State to border area with Himachal Pradesh as of April 1 /update 4

Increased security in Punjab State, India, expanded to border area with Himachal Pradesh as of April 1.

Warning

Event

Increased security will likely remain in place in parts of Punjab State through at least early April in order to facilitate search operations to apprehend Amritpal Singh, leader of the separatist organization Waris Punjab De (Heirs of Punjab). As of April 1, the measures have been expanded to encompass border areas with neighboring Himachal Pradesh State. Checkpoints remain in place at various locations within the affected region; security personnel are also conducting enhanced patrols in several areas of Himachal Pradesh, including Baddi, Bilaspur, Kangra, Nalagarh, and Una.

Demonstrations denouncing the operation to capture Singh are possible over the coming days; in recent weeks, activists protested in several areas, including Ludhiana and Mohali. Authorities may impose additional restrictions, including limitations on social media access and public movement; they could also expand the scope of the search based on operational needs. Clashes involving demonstrators and security forces cannot be ruled out. Localized transport and business disruptions are likely.

Advice

Keep away from locations where security personnel appear to be deploying. Leave the area at the first sign of any security disturbance. Plan accordingly for possible localized business and transport disruptions. Heed all official transport and security advisories. Avoid protests due to possible violence. If clashes break out, leave the area immediately and take shelter in a secure, nongovernmental building.
