Sierra Leone: General election on June 24; heightened tensions and civil unrest are likely /update 1

Heightened tensions and further civil unrest are likely in the run-up to and immediately after the general election on June 24. Clashes erupted during a political gathering held by the All People’s Congress (APC) opposition party near the APC headquarters in Freetown on June 21. Police reportedly used live ammunition to clear the gathering; casualty figures remain unclear.

Ahead of the elections, additional political gatherings, authorized or not, are likely nationwide despite a requirement to pick a single location to hold campaign activities and a ban on political street rallies enacted by authorities, citing security concerns. An increased security presence is likely ahead of and after the poll. While previous elections passed without significant incidents of violence, further clashes with security forces, opposing rival activists, and other forms of electoral violence are possible.

On and immediately after election day, police will likely deploy to all public gatherings and polling stations. Official measures and gatherings could result in road travel delays and business operation disruptions. Claims of fraud in the aftermath of the results may also inflame tensions. Officials may impose additional restrictive measures, such as temporary curfews, to prevent violence or in the event of significant unrest.

Context

The election will result in the appointment of the president, parliament, and other local representatives. While 13 candidates and parties will compete in the presidential race, the main candidates are incumbent President Julius Maada Bio from the ruling Sierra Leone People’s Party (SLPP) and Samura Karama from the All People's Congress (APC). A second round will take place if there are no candidates able to gather at least 55 percent of the votes.

Avoid political gatherings and polling stations on election day. If violence occurs nearby, immediately leave the area and seek shelter at a safe nongovernment building. Adhere to all instructions issued by local authorities.
