Political groups to stage new transport blockade campaign in Bangladesh Nov. 5-6. Increased security, transit disruptions likely.

Several political organizations, including the main opposition Bangladesh Nationalist Party (BNP), plan to hold a second nationwide transport blockade campaign Nov. 5-6. The purpose of the action is to denounce recent deaths and arrests of party leaders and supporters during protests. A similar protest movement took place Oct. 31-Nov. 2. The transport blockades will almost certainly cause significant disruptions to various passenger and freight transport services across Bangladesh, especially in Chattogram and Dhaka.

Inter-city vehicular movement between major urban centers will probably be limited during the action. Shipping disruptions are possible. BNP activists will likely block major roadways, rail tracks, and ferry docks. Violence, including acts of arson and vandalism, cannot be ruled out. BNP members may also clash with activists from opposing groups, such as transport unions affiliated with the ruling Awami League (AL). The participants probably will not significantly impede the movement of vehicles used for essential freights and public services, some local employers may close due to the nonavailability of transport for workers.

Additionally, activists plan to hold mass public players across Bangladesh on Nov. 3. Other types of demonstrations, including sit-in protests and shutdown strikes (hartal), could occur sporadically over the coming days. Rival political groups may organize counterdemonstrations. Potential gathering sites include political party offices, police stations, or prominent government buildings, as well as public squares, sports grounds, mosques, press clubs, transport hubs, and major thoroughfares. Participation will probably vary by location and sponsoring group, with larger gatherings potentially drawing tens of thousands of participants. Organizers could cancel or delay any planned actions at short notice due to organizational issues and/or law enforcement-related restrictions.

Authorities will almost certainly maintain a heightened security posture and may use force, including live ammunition and tear gas, to disperse unruly crowds. Officials could conduct further mass arrests depending on the severity of the perceived threat. Further clashes between police and activists, as well as between members of rival political camps, are possible. Associated business disruptions are possible.

Confirm business appointments and transport reservations. Seek alternative means of transport if necessary. Consider limiting travel in Dhaka; allow additional time to reach your destination in other areas. Monitor local media for updates on road conditions. Consider alternative shipping methods for time-sensitive freight. Do not attempt to navigate around roadblocks set up by protesters. Avoid all demonstrations due to the potential for violence. Depart the area at the first sign of any security disturbance. Maintain contact with your diplomatic mission. Heed all official transport and security advisories.
