Bangladesh: Heightened security, business and transport disruptions likely for Ashura observance July 17

Increased security is almost certain across Bangladesh ahead of the Shi'a Muslim observance of Ashura July 17. Shi'a worshippers will stage mourning processions to and from imambargahs (traditional Shi'a congregation halls), mosques, and other sites through July 17, when the largest congregations will occur. Authorities will almost certainly elevate security around all Shi'a religious sites and near procession routes, especially in Dhaka and other major urban centers.

Authorities have not disclosed any specific threats to the holiday; however, Sunni militant organizations have been responsible for a series of targeted attacks on the Shi'a minority group in Bangladesh in recent years. In October 2015, multiple bombs exploded near Dhaka's Hussaini Dalan Imambara during a mourning procession to mark Ashura. The attack - claimed by Islamic State (IS) - left at least one person dead and several dozens injured. As a precautionary measure, security personnel will probably set up checkpoints on major roadways and increase security at malls, markets, and other potential targets.

Ashura processions will likely prompt severe traffic delays in Dhaka, Chittagong, and other urban centers. In Dhaka, the main Shi'a mourning procession begins at Hussaini Dalan Imambargah and ends on the banks of Dhanmondi Lake. Authorities will likely enforce road closures and traffic diversions and restrictions, especially along the procession routes.

Ashura is a public holiday in Bangladesh; government office and widespread business closures are likely July 17. Some establishments may alter business hours July 16-18.

Follow all official instructions. Abide by national health and safety measures. Ashura processions typically follow fixed, approved routes; seek updates from trusted local media and avoid them if possible. Limit exposure to sensitive sites that could be militant targets. Allow additional time to reach destinations during Ashura processions, especially in Dhaka and other urban centers. Confirm all business appointments and transport reservations in Bangladesh July 17 as a precaution. Respect local religious traditions; limit alcohol consumption to permitted spaces.
