Further sporadic rallies and related tensions are likely to persist in parts of Chattogram Division through at least late September. Incidents of arson, civil unrest, clashes, and gunfire initially erupted in mid-September after a series of targeted attacks triggered by an alleged recent motor vehicle theft incident that resulted in the death of an individual. The violence has left at least three people dead and 15 others injured.

Moreover, a recent 72-hour transport blockade in several districts caused widespread disruptions along major thoroughfares and left at least 1,400 tourists unable to depart from Sajek. Additional demonstrations of varying types are likely to continue over the coming days. Potential gathering sites include government buildings, religious sites, public squares, and thoroughfares. Larger gatherings could attract thousands of participants.

Officials could monitor any such gatherings and use force to disperse overly unruly crowds. The government previously enforced public gathering restrictions under Section 144 of the Criminal Procedure Code (CrPC) in Khagrachhari and Rangamati. Under Section 144, public gatherings of more than five people are prohibited. As of late Sept. 24, it remains immediately unclear if the measure is in effect.

Depending on public safety needs, the government could implement further enhanced restrictions, including curfews. If significant violence occurs, authorities could also expand such restrictions to encompass additional regions. Further isolated security incidents and associated localized transport and business disruptions are possible.

Exercise increased caution if operating in or near Chattogram into at least late September. Avoid all demonstrations as a precaution. Depart the area at the first sign of any security disturbance. Plan accordingly for business and transport disruptions. Confirm deliveries, road status, and transport reservations. Seek alternative arrangements for urgent travel and/or shipping. Maintain contact with your diplomatic mission. Heed all instructions issued by local authorities, including curfew measures.
