Rallies, tight security measures, and related disruptions are likely to intensify in Jammu and Kashmir through early October due to the region’s first legislative assembly elections since the abrogation of Article 370 in 2019; Article 370 previously granted the region local autonomy. As of Sept. 9, the government will hold the elections in three phases: Sept. 18, Sept. 25, and Oct. 1. The results will be announced on Oct. 8. However, the election dates may change due to potential security concerns.
In recent days, several political parties, including the Bharatiya Janata Party (BJP) and Indian National Congress (INC), have begun their rallies to mobilize grassroots-level support ahead of the election period. The banned Jamaat-e-Islami religious-political organization is also holding gatherings in the region and backing proxy candidates. On Sept. 14, BJP leader and Prime Minister Narendra Modi will visit Jammu Division and address two political rallies, including one in Doda District.
Additionally, local residents and several groups are likely to stage gatherings of varying types, such as shutdown strikes and marches, to address perceived grievances over the coming days. Potential rally sites include political party offices, polling stations, government buildings, public squares, sports fields, and thoroughfares. Well-attended gatherings could draw tens of thousands of participants, especially when prominent political figures, such as Prime Minister Narendra Modi and INC leader Rahul Gandhi, lead such rallies.
Authorities are maintaining an increased security presence across the region, especially near polling stations, major highways, and districts where low-level violence frequently occurs, including Doda and Rajouri. Depending on operational needs, officials are likely to implement enhanced security restrictions, such as vehicular checks or temporary suspension of internet services. Isolated security incidents, including small-scale bombings targeting crowded marketplaces, government buildings, military installations, and worship sites, cannot be ruled out. Clashes between activists and police or between security forces and militants are possible. Associated localized transport and business disruptions are highly likely.
Exercise increased caution if operating in or near Jammu and Kashmir through at least early October. To the extent possible, minimize exposure to potential militant target locations, such as government buildings, military installations, security checkpoints, crowded markets, and religious sites.
Avoid all demonstrations due to possible violence. Depart the area at the first sign of any security disturbance. Plan accordingly for potential transport and business disruptions. Do not check out of accommodation without confirming onward travel. Maintain contact with diplomatic missions at all times. Heed all official transport and security advisories.
