Authorities will almost certainly maintain an elevated security posture in Culiacan and neighboring areas of Sinaloa State through at least early October due to an ongoing wave of gang-related violence. Clashes and roadblocks have persisted in various parts of the city since Sept. 9. Reports indicate that the violence is linked to a dispute between rival factions within the Sinaloa Cartel, one of Mexico's most prominent criminal organizations, vying for control over the city. As of Sept. 23, the casualty figure has risen to nearly 70 fatalities and at least 60 reported disappearances. The number of casualties will likely continue to increase over the coming days.

Regardless, public transport services continue operating, and some businesses have attempted to resume their activities. On Sept. 21, the military sent 600 additional troops to boost the city's security. Although security forces continue to work to maintain security in the area, authorities have not indicated when they expect the wave of violence to dissipate.

Further clashes are highly likely. Transport and business disruptions will likely persist throughout the city. Officials may announce precautionary restrictions on civilian movement, and several businesses may choose to remain closed.

Exercise extreme caution if operating in Culiacan. Confirm all business appointments and consider rescheduling non-urgent meetings. Strictly heed the instructions of local authorities. Leave the area immediately if violence erupts nearby; if unable to do so, take refuge in the nearest publicly accessible building until it is safe to depart.
