Laos: Security and traffic curbs for ASEAN Summit and related meetings in Vientiane through Oct. 13

Laos will host the Association of Southeast Asian Nations (ASEAN) Summit and related meetings at the National Convention Center in Vientiane through Oct. 11; the main summit will occur Oct. 8-11. Over 3,000 journalists, foreign delegations, and leaders from 10 member nations and other countries, such as Australia, Canada, China, Japan, and Timor Leste, are scheduled to attend the summit.

Authorities have imposed tight security in Vientiane, particularly around summit venues and other sites hosting official meetings. Officials have banned other public events, including private and public sector gatherings, across Vientiane as a precaution through Oct. 20. Checkpoints and random security checks are likely, particularly on roads leading to event venues and official accommodations. Small protests are possible in the lead-up to and during the summit. Security forces typically prevent or quickly quell demonstrations using mass arrests and/or force. Minor skirmishes between activists and security forces cannot be ruled out.

Announced road closures to facilitate delegates' movement through Oct. 13 will affect Fa Ngum Road, Lane Xang Avenue, and Samsenthai Road in Chanthabouly District; Souphanouvong Avenue in Sikhottabong District; Setthathirath Road section between the Sihom and That Khao intersections, as well as Kaysone Phomvihane Avenue between Patouxay and Dongdok intersections in Saysettha District; and Chommany Road in Xaythany District. Additional security checkpoints and traffic diversions are likely across Vientiane. Authorities will also close almost 500 schools in Chanthabouly, Sikhottabong, Xaysettha, Sisattanak, and Xaythany districts Oct. 8-11. Local business closures are probable, especially near the summit venue.

Attendees will arrive and depart via Wattay International Airport (VTE). Increased security at VTE during the summit may lead to possible congestion and delays in clearing customs and security screenings.

Consider avoiding event venues if not attending. Allow additional travel time in Vientiane, especially Oct. 8-11. Plan for travel and processing delays at VTE through Oct. 13. Present proper identification documents and remain nonconfrontational if approached for security checks. Adhere to official instructions, including traffic and security advisories.
