Bolivia: Protesters overrun military units in Cochabamba Department as of Nov. 1
Protesters overrun multiple military units, seizing military installations and taking hostages, in Cochabamba Department, Bolivia, Nov. 1.
President Luis Arce announced on Nov. 1 that armed supporters of former President Evo Morales had overrun three military units operating in Cochabamba Department, taking some members of the armed forces and their families hostage and seizing their weapons. Reports indicate that the affected units include two army units based in Villa Tunari and Ibuelo as well as a naval unit operating on the Abuna River. Additionally, protesters have reportedly taken over a naval installation in Puerto Villarroel and surrounded a government counternarcotics facility in Chimore. Further protests at and seizures of police and military facilities in the tropical area of Cochabamba Department, a stronghold of support for Morales, are possible.
Police and military forces are almost certain to deploy across the area in response to the protests and taking of hostages. Clashes, including armed skirmishes between demonstrators and security forces, are possible. Some businesses may close until the situation stabilizes. Transport throughout Cochabamba Department, which is already heavily affected by roadblocks and protests, may be further disrupted.
Avoid all protests as a precaution. If clashes occur, immediately leave the area and seek shelter in a secure, nongovernmental building. Do not attempt to cross any roadblocks that materialize; wait for security forces to dismantle them instead. Strictly heed the instructions of police and military personnel.
