Argentina: Heightened security and road closures in Buenos Aires Dec. 9-14

WTO Ministerial Conference to bring heightened security, extensive traffic disruptions, and possible demonstrations December 9-14

The World Trade Organization (WTO) Ministerial Conference is scheduled to take place in Buenos Aires from Sunday, December 10, to Wednesday, December 13. As a result, road closures and an increased security presence should be expected throughout the city December 9-14, especially in the vicinity of the conference venues (including Puerto Madero, the Centro Cultural Kirchner, and the University of Buenos Aires School of Law). Due to the extensive road closures, officials are encouraging individuals in Buenos Aires to use public transportation as much as possible.

Additionally, protests against the WTO are likely in the proximity of conference locations. Heavy security should be expected surrounding any demonstrations that do occur, and violence between protesters and police cannot be ruled out.

Context

The WTO holds Ministerial Conferences every two years to discuss international economic issues. At past conferences, protests and demonstrations have occurred largely without incident.

President Mauricio Macri has promoted free trade policies since taking office in 2015, drawing condemnation from some civil society groups. In April, security forces used water cannons and tear gas to disperse anti-free trade protesters who blocked a highway during  the World Economic Forum meeting in Buenos Aires.

Individuals  in Buenos Aires should expect a significant security presence and transportation disruptions from December 9 to 14, avoid all protests due to the risk of violence, and follow any instructions issued by local authorities.
